The history of Vinnitsa Higher School of Civil Protection began in 1972 with the creation of Vinnitsa Republican School – training squad to prepare junior and middle management staff of professional fire protection.
From 1980 to 1991, the college conducts educational meetings for military reserve, initial training of office commanders and paramilitary fighters of fire department, professional development of Ukraine and Moldova professional fire service officers, training of fire-fighting specialists during 11-months program and then assigning special title of middle management staff.
Since 1991, when Ukraine began the process of the young independent state development, a new economic and social policy primarily affected public services. Due to intense militarization of fire departments the amount of skilled workers training in college significantly increased. Methods of teaching are constantly improved, educational and material resources are being improved.
According to the Decree of the President of Ukraine “About Measures to Improve Governance in the Field of Fire Safety, Protection of Population and Territories from Emergency Situations” and due to reorganization of State Fire Service in February 2003, college subordinates to the Ministry of Emergency Situations of Ukraine.
In 2004 training of military personnel and officers of Civil Defence Forces of Ukraine was conducted for the first time in college and those people were appointed to positions of middle and senior management staff of the State Emergency Service of Ukraine.
In January 2005, taking into consideration the great need for training qualified specialists for subunits of Operational Rescue Service and performing legal acts of the Ministry of Education and Science of Ukraine, college was reorganized in Vinnitsa Higher Vocational School of Civil Protection. Changing the status of the institution and its transition to 3rd level attestation already make it possible to prepare complex and integrated working professions for the Ministry of Ukraine.
Every year about 1,500 people are trained in the college.
The main unit of college is an educational and methodical department, which includes four cycles and commission.
In order to organize and conduct educational process, necessary material base was created, it includes: school building with 28 classrooms, 3 laboratories and a lecture hall, equipped with the necessary technical facilities and teaching materials, a dormitory for 400 people, 4-floors training fire and rescue station with 6 exits, 4-storey fire training tower with a smoke chamber, stadium, playground, parade ground, fire band for psychological training. In order to train rescuers, training models and devices to practice opening the elements of building structures and rescuing victims in traffic accidents and underground technological supply lines were manufactured and installed.
The college created necessary conditions for improving physical fitness of fixed and variable staff. That’s why there is modern indoor sports complex on four tracks with educational tower for special physical training, gym complex and a playground for volleyball and indoor soccer. It offers the audience sport and fitness facilities and relaxation health club.
The college has a library with a reading room. Its fund of training and educational materials is more than 12 thousand copies.
There was also established educational and methodical sector for preparation of methodical documentation, instructional manuals, guidelines, research and implementation of new technologies in the educational process in vocational schools of the Ministry of Emergencies of Ukraine.
During its existence, the college has earned well-deserved reputation: more than 35,000 employees were trained in its walls in twenty categories (professions).
