Statute of the Council of Young Scientists

1. GENERAL PROVISIONS
1.1. The Council of Young Scientists of Lviv State University of Life Safety (hereinafter the Council) is the self-governing body of young scientists of Lviv State University of Life Safety. 
1.2. Doctors and Candidates of Sciences, candidates for a doctor's degree, adjuncts, postgraduates, degree seeking applicants and research workers under the age of 35 who are carrying out research work are considered to be young scientists.
 1.3. The Council was founded on the initiative of young scientists of Lviv State University of Life Safety and operates at Lviv State University of Life Safety. The Council’s activities are performed in accordance with the current legislation of Ukraine, the Statute of Lviv State University of Life Safety, the current Statute and the principles of voluntariness, equality and self-government. 
1.4. The Council’s activities are coordinated by the administration of Lviv State University of Life Safety, namely by the Vice-Rector for scientific and research work.
2. Objectives of the Council
 2.1. Promote scientific and research work of young scientists of Lviv State University of Life Safety.
 2.1.1. Create, develop and expand research directions of Lviv State University of Life Safety.
2.1.2. Provide young scientists with information support, methodical, organizational and, whenever possible, financial assistance in the preparation of dissertations, publication of abstracts, publication of research papers, as well as participation in scientific and technical conferences.
 2.1.3. Provide support to young scientists by seeking and distributing information on funds and grants. 
2.1.4. Provide information and legal assistance in the formation of research laboratories, fundraising for the purchase of necessary equipment.
 2.1.5. Assist in distribution (implementation) of the results of young scientists’ research efforts.
2.2. Improve scientific skills and professional level of young scientists.
 2.2.1. Promote professional growth of young scientists of Lviv State University of Life Safety and development of the youth research initiatives.
 2.2.2. Organize and conduct the scientific conferences, seminars and contests among the young scientists of Lviv State University of Life Safety.
 2.2.3. Promote publication of young scientists’ research works. 
2.2.4. Nominate candidates for awards, grants and scholarships. 
2.3. Promote representation, protection and realization of professional, intellectual, legal, and social interests and rights of young scientists of Lviv State University of Life Safety.
2.3.1. Represent and protect the rights of young scientists in the Academic Council, Scientific and Technical Council of Lviv State University of Life Safety. Express young scientists’ opinion on various aspects of professional activity and social issues.
2.3.2. Promote the development of interuniversity cooperation of young scientists. 
2.3.3. Represent the interests of young scientists in government agencies, municipalities, academic, community groups and other organizations.
 2.3.4. Organize sociological research among the young scientists of Lviv State University of Life Safety to identify the problems and solutions.
3. Main areas of the Council’s activities
 3.1. The Council is entitled to:
 -  state its position on various issues of scientific and social life, make proposals to the bodies of government and municipal administration, scientific and social organizations, and participate in the drafting of resolutions pertaining to the young scientists of Lviv State University of Life Safety;
- represent and protect the rights and interests of young scientists of Lviv State University of Life Safety in the bodies of state administration, municipalities, scientific and social organizations;
- organize lecture centers, scientific schools, seminars and conferences;
- collaborate with scientific, student and other organizations;
- initiate conventions of young scientists of Lviv State University of Life Safety;
- participate in international, national, regional and other projects and programs;
- organize business collaboration centers, exhibitions, contests and fairs;
- carry out other activities within the interests of the young scientists that comply with the current legislation.
3.2. In carrying out its duties, the Council must:
- comply with legislation of Ukraine, universal norms and principles of international law pertaining to the sphere of activity, as well as the University’s regulations and the current Statute;
 -  distribute information about its activity in printed form and continuously renew the Council’s web page. Present annual activity report at the conventions of young scientists of Lviv State University of Life Safety;
- distribute relevant information and present activity reports to the appropriate department of the Ministry of Education and Science of Ukraine concerning the implementation of the Decree of the President of Ukraine for the support of young scientists.
3.3. Any type of Council’s activity can be additionally regulated and appended to the current Statute.
4. Procedure of the Council forming
4.1. The members of the Council are young scientists, candidates for a doctor's degree, adjuncts and postgraduates of Lviv State University of Life Safety under the age of 35 (inclusive), complying with the current Statute.
4.2. The membership of the Council of Young Scientists is approved at the meeting of the Scientists Council by open voting.
4.3. Candidacies for the Member position are proposed at the general meeting of the young scientists of Lviv State University of Life Safety and are elected by open voting. In attempt to increase the effectiveness of its work, the Council can co-opt new members by open voting.
4.4. Members of the Council are considered such for the period of 3 years, after which their membership in the Council has to be either suspended or renewed by the decision of young scientists of Lviv State University of Life Safety.
4.5. Rights of the Council member:
- elect and be elected to the administrative branches of the Council;
- partake in the meetings of the Council, take the initiative, give one’s opinion, make proposals of any kind and participate in free discussion of all the issues at hand pursuant to the approved regulations;
- participate in conferences, contests and other events organized by the Council;
- receive methodical and informational support of the Council.
Duties of the Council member:

  • observe the current Statute and comply with the Council’s decisions pertaining to the field of the member’s competence, specified by the current Statute;
  • participate in the Council’s activity;
  •  carry out one’s duties and operate under the objectives, goals and principles of the Council;
  • upon receiving a notice from the Council, containing instructions or requests pertaining to the Council’s activity, members must submit timely to the Council their response within the allowed time constraints and in the established order;
  • in any activity related to the competence of the Council, members must strictly uphold the decisions of the Council.

4.7. The Council’s member may be suspended in the following cases:
- violation of the provisions laid down in the current Statute;
- written notification about the decision to withdraw from the Council of Lviv State University of Life Safety or in case of graduating from the University or dismissal.
5. Structure and managerial authority of the Council of Lviv State University of Life Safety
5.1. Meetings of the Council can be conducted if necessary and at least twice a year. Council is considered eligible for decision making if at least half of its membership attend the meeting.  Council decisions are made based on the majority vote of the participants.
5.2. The Council Chairperson is nominated by the qualified majority voting (not less than 2/3 of the Council’s members) from the members of the Council for a 1-year term and should be approved by the Rector of Lviv State University of Life Safety.
5.3. The Council Chairperson organizes and oversees the Council activity, is considered an official representative of the Council of Lviv State University of Life Safety, cooperates with other organizations in accordance with the current Statute and the Statute of Lviv State University of Life Safety.
5.4. The Council Chairperson is entitled to:
- pass decisions on convening regular meetings of the Council and solve any problems concerning the preparation and holding the meeting;
- vote at the Council meetings;
- coordinate Council activities;
- participate in the Academic Council and Scientific and Technical Council meetings of Lviv State University of Life Safety;
- represent University in any interactions with legal entities and individuals under corresponding warranty;
- conclude agreements and contracts and undertake commitments on behalf of the Council strictly in accordance with the decisions made by the Council.
5.5. The Council Chairperson must:
- prepare the agenda and all required materials, and oversee the meeting of the Council, carry out the duties of the chairperson of the meeting, or delegate those duties, partially or totally, to the deputy chairperson of the Council;
- control the Council’s activity and adherence to the current Statute
- during meetings, present work reports to the Academic Council and the Council members;
- provide effective Council’s activity in accordance with paragraph 2 and paragraph 3 of the current Statute
5.6. The Council has the right to impeach credibility of the Chairperson by the qualified majority vote (at least 2/3 of the attending Council members). In case of the Chairperson laying down his duties or membership on his own volition expressed in the regulated order or by the Council’s joint decision, his duties are automatically delegated to his deputy who must then include in the agenda of the next meeting a question regarding the election of the Chairperson and the deputy, and conduct the meeting within a month. If the Chairperson is unable to carry out one’s duties (due to a disease, business trip etc), the Council endows a deputy or a Council member with the Chairperson duties.
5.7. The Deputy Chairperson is elected during the Council meeting from its members. Deputy carries out duties delegated to him by the Chairperson. Deputy Chairperson of the Council is responsible for the information support of Council’s activities within the authority defined by the Council’s Chairperson.
5.8. The Scientific Secretary of the Council is elected during the Council meetings from among its members. The Scientific Secretary of the Council manages paperwork of the Council.
6. Council’s activity
6.1. Administration, Academic Council, Scientific and Technical Council of Lviv State University of Life Safety promote organizational, consulting and financial support to the Council of Lviv State University of Life Safety
in carrying out the activities specified by the current Statute
in receiving full up-to-date information pertaining to the young scientists of Lviv State University of Life Safety
in providing the Council with the facilities,  means of communication and telecommunication
6.2. The Scientific Secretary of the Academic Council or Vice-Rector for scientific work participate in the Council’s activity, inform the Council on the decisions of the Academic Council and other normative documents pertinent to the activity of the Council
6.3. Passed decision of the Council has voluntary/recommendation power for the Administration, Academic Council, Scientific and Technical Council of Lviv State University of Life Safety, and, if needed, can be included in the agenda of a forthcoming meeting of the Administration, the Academic Council or the Scientific and Technical Council of Lviv State University of Life Safety. For the purpose of increasing efficiency of the Council’s activity, the decision of the Council can be presented in printed form of Lviv State University of Life Safety, legalized with signature of the Council Chairperson, Vice-Rector for scientific work or Scientific Secretary of the Academic Council of Lviv State University of Life Safety, as well as the University stamp.
