On October 4 Poland experts in antiterrorist arrangements taught business and civil initiatives representatives how to recognize and act in conditions of social security threats. During training seminars in Lviv State University of Life Safety and Information Practical Centre on Rynok Square the audience was given pieces of advice on how to prevent terrorism in mass gathering places, how to behave in captivity and in open criminal attack.
 
Tetyana Karpyuk, the organizer of the seminar and the director of Crisis Intervention Centre, has been holding trainings for different social strata. She is sure that such trainings should be held for all social strata because of implicit threats in the city.
 
«Nowadays we have few groups of people that can constitute a menace to tomorrow social security. These are former "maydanivtsi" that are disappointed in governmental body and the politics in general; they return from the war and cant prove their participation in ATO zone; they are migrants who came here from occupied arias and don’t feel safe; they are former law enforcement officials that are considered to be fawners of Yanukovych and are suspected killers of the Maidan», - Tetyana said.
 
She is convinced that any discomfort for this people can provoke aggression that will have consequences for the security of the city and its citizens.
 
First of all, these groups of people will direct their aggression to governmental authorities and law enforcement officials. That is why we need constant security measures.
 
«The objects of their aggression can be state structures, police stations, civil transport, passersbies and business structures», - Tetyana considers.
 
Distinguish the types of hazards and learn how to resist
 
Grzeorz Adamchyk, an expert in antiterrorist security measures with 15 years record in Poland law enforcement and the member of Social Security and Law Enforcement Council at institutions of Lublin local government told ZAXID.NET  that the programs of behavior trainings at Lublin municipality have been successfully introduced for a few years in conditions of real threats.
 
«At Social Security and Law Enforcement Council in Lublin we gather and process information about all types of hazards which can emerge in our city, we hold activities where we teach citizens how to deal with these hazards».
 
Grzeorz Adamchyk and his colleague Robert Person have developed and successfully introduced training programs: «Safe school», «Safe pupil», «Safe student» and «Safe woman». They also plan to run a programme «Safety school in Schengen area» in November.
 
Every programme contains a few trainings which give basic information of behavior in terrorist threat to the school students, students and staff of the institutes of higher education. Also they inform about how to communicate and coordinate actions with law enforcement officials. On trainings for women they mostly teach how to behave during attack, how to scream and fight back, and, most importantly, how to conquer fear.
 
«During trainings women are difficultly provoked to screaming and fight as a defend, But it should be done to cultivate a determination and to get rid of fear, – the expert said, -  in 80%  of attacks when woman start screaming and fighting back the criminal runs away. Also, It should be remembered that criminal never choose a victim that looks confident».
 
Fear is main enemy in battle for safety.
 
As Adamchyk said, the first one that should be seized by everyone who wants properly react on terrorist threats is fear.
 
«Fear provokes stupor, interferes adequate respond to the on-going events, interferes giving first aid for ones who need it and interferes thinking, – and expert said»
 
 Having conquered the fear, it is easier to proceed to further stages of operation. Having conquered the  fear, person can count on more or less adequate behavior even in the most extreme conditions when, for example, the bomb explodes and you should help  people who need first aid or became victims of terrorist group.
 
«In case of terrorist attack, an expert said, - you should always keep in mind the basics of survival; having heard shots – don’t run away, lay down, next to the wall if it is possible, avoid visual contact with criminal because it makes him aggressive; don’t turn back on him and quietly answer his questions; don’t argue with criminal; don't offend him and give everything he demands; try to remind your attackers that they deal with people – remind about necessity of giving food, visiting a toilet, about water, bandage and other medications you need; step by step cope with stress; practice your hygiene; remember that traitor can be among you and if terrorists run away you should not block them; remember details to help law enforcement official with searching for criminals; remember that main priority is to survive».
 
Observation – everything we have.
 
If you find any suspicious objects or people whose behavior or appearance is strange (for example, in summer man is dressed in warm cloak or jacket) you should immediately inform the authorities. However, you should also follow the rules, the expert said.
 
«Observation, timely call to the appropriate authorities and keeping calm in any circumstances help to avoid serious consequences of violent action and help police to find and neutralize criminal quicklier», – Grzeorz  Adamchyk says.
 
As the expert says, there are some measures should be taken to identify suspicious object or person in one or another place of mass gathering; don't provoke panics; contact with law enforcement authorities and tell them detailed description of what you have seen; avoid contact with suspicious person or object; observe and remember all details of event and follow instructions of appropriate services which arrive upon the spot on your call; don’t spread panic among others.
 
Also, he said that it is necessary to contact and cooperate with each branches of departmental organs which deal with ensurance of law and order in the city. This applies to the individuals and organizations. Logistics, communication and coordination are the law of success of any safety measures.
